Sarah Horan

Sarah Horan is the Chief Midwifery Officer for Scotland, providing professional leadership for midwifery across Scotland, supporting NHS Boards, and advising Scottish Ministers on maternity and neonatal care. She was appointed by the Scottish Government in 2026, following a distinguished career spanning more than three decades in nursing, midwifery, clinical practice, and executive healthcare leadership.
